Lieutenant Villegas graduated from Adams State University in Colorado in 2000 with a degree in criminology, and began her career with the Redwood City Police Department that September. She has held a variety of specialty assignments during her tenure, including School Resource Officer, Community Policing Officer, Field Training Officer, Detective, and a member of the Downtown Services Unit and the Crisis Negotiations Team.

 She also served on the San Mateo County Youth Threat Assessment panel. In 2019, she was promoted to the rank of Sergeant, serving as a patrol supervisor and Crisis Negotiations Unit Team Leader.

In August 2023, she was promoted to the rank of Lieutenant, and currently serves as the Professional Standards Lieutenant. In 2022, she graduated from the Women's Leadership Academy and the Los Angeles Police Department's Leadership Program, and has since served as a facilitator for the San Mateo County Inner Perspective Leadership program.
